Purpose
To monitor and evaluate the outcomes and impacts of this World Bank-funded project in support of sustainable resource management initiatives in the globally significant areas of the Tian Shan and Altai Shan of Xinjiang and the Qilian Shan in Gansu.
Challenge
To undertake a statistically valid survey of project outcomes and impacts in 19 counties in Gansu and 24 counties in Xinjiang that are designed to:
- empower farmer and herder households to better manage their grassland resources and improve the forage and feed production on arable lands
- improve the efficiency and quality focus of livestock production
- develop more efficient livestock marketing systems
Approach
The M&E team has identified indicators that will enable a relatively quick and inexpensive assessment of the progress toward desired results. At the Output level, most indicators are quantitative, and merely indicate whether or not expenditures have been made for items such as fencing, sheep dipping stations and numbers of demonstrations or how many transactions were completed. At the Outcome level, we have attempted to determine if these expenditures are worthwhile, and if the expenditure is resulting in an improvement of conditions or livelihoods. The surveys are currently underway and data have yet to be analyzed, so conclusions have yet to be drawn on the outcomes that have been achieved.
Project Description
In the early implementation stage, this project will assess the progress of a World Bank-funded project supporting sustainable resource management initiatives in the globally significant areas of the Tian Shan and Altai Shan of Xinjiang and the Qilian Shan in Gansu.
