North and Central Asia Projects

 

China, Heilongjiang Agricultural Development Project, China (Heilongjiang Province/World Bank): January 1998–January 2001

Agriteam was contracted by Heilongjiang Province to provide training services in support of the World Bank-funded US$240 million Heilongjiang Agricultural Development Project. We identified training needs, developed training objectives, formulated detailed programs and recruited Canadian specialists, training institutions and commercial businesses to provide necessary expertise to implement the programs. We managed a government-private sector partnership and developed working linkages with one agricultural college and four agribusinesses interested in developing commercial activities in northern China.

 

China, Gender Equity Training Program, Canada/China Oil and Gas Technology Transfer Program: January 1999–December 1999

Gender Equity Training Program, Canada/China Oil and Gas Technology Transfer Program (TransCanada Int'l Ltd./CIDA) in association with the University of Calgary, developed gender equity awareness and gender analytical skills with Chinese representatives of oil and gas research centres across China. Facilitated adoption of gender equity principles and opportunities for women in the sector.

 

China, Gender Equity Analysis, Co-Manufacturing of Haul-All Equipment in Shanghai (CIDA): January 1999–December 1999

Agriteam provided gender equity advisory services for a joint viability study. We conducted preliminary research on sectoral issues, developed TORs for integrating gender equity into the study, and developed a gender equity strategy for the downstream project.

 

China, Strategic Energy Planning Project for South China (CIDA) (in association with Monenco AGRA): January 1995–January 1999

Provided the human resource development and capacity building components of a project to enhance the organizational capacity of the Ministry of Electric Power for strategic energy planning and policy development in southern China.

 

China, Guanzhong Irrigation Improvement Project, Shaanxi Province, China (World Bank): January 1998–December 1998

We assisted the World Bank and the Shaanxi Water Conservancy Bureau to prepare environmental impact assessments and environmental management plans.

Mongolia, Study of Extensive Livestock Production Systems, Mongolia: January 1996–January 1997

Agriteam assisted the Government of Mongolia in formulating policies and strategies for sustainable management of the extensive livestock sector. We prepared an action plan for the sector addressing promotion of competitive markets, livestock production and risk management, pasture land productivity and co-management, and institutional strengthening. We facilitated extensive stakeholder consultations using PRA, poverty assessments, and primary field research, including herding household surveys, and a series of six participatory workshops involving more than 250 stakeholders. Findings were used in policy formulation working groups. Through an iterative and participatory process, the Action Plan for the Extensive Livestock Sector was developed. Project leader Ms. Rasmussen was specifically commended by the ADB for her success in involving a wide range of stakeholders in developing the action plan, which drew tremendous support from government and herders.

 

Mongolia, Gender Equity Strategy, Aral Sea Recovery Program No. 7 (CIDA INC): January 1996–January 1997

We provided advisory services to UMA Engineering Ltd. on a project aimed at developing sustainable water use patterns in the Aral Sea Basin.

China, Beef Cattle Development Project, China (CIDA/World Bank): January 1996–January 1997

Region: North and Central Asia

Agriteam assisted the World Bank and Chinese provincial bureaus of animal husbandry in project identification, pre-appraisal and appraisal of a beef project to be implemented in Hebei, Shaanxi, Henan and Anhui provinces. We identified opportunities and constraints for beef industry development and assessed the technical and economic viability of the proposed projects. We investigated small-scale beef production as a means of income generation and poverty alleviation in rural areas; assessed technologies, marketing methods and contracting systems with regard to their impact on household incomes and risk levels; investigated the role of women in beef production; determined the needs for micro-credit and investigated modes of micro-credit and revolving funds operated by the Women's Federation and other organizations. The final project report addressed government policy, current and projected beef demand, beef and by-product processing, cattle production, financing and risk management, poverty alleviation and environmental protection.

 

Uzbekistan, Farm Privatization and Restructuring Project, Uzbekistan (World Bank): January 1996–December 1996

We provided specialists in cropping systems, farm business management, agricultural support services, livestock management and environmental impacts to design and implement baseline data surveys and train Uzbek students of Tashkent Agricultural University in survey techniques.

 

China, Improvement of Northern Grassland Ecosystems, China (ADB): January 1995–January 1996

Region: North and Central Asia

In association with Consortium for International Development, we provided technical assistance to improve the ecology of grasslands in Inner Mongolia and Liaoning Province by conducting trial experiments to demonstrate technologies and management methods for rehabilitating degraded grasslands.
