China, Policy Options Project (POP): October 2006–December 2011

The Policy Options Project (POP) supports elements of the Government of China's policy reform agenda that contribute to sustainable development and poverty reduction in such areas as equitable growth, environmental sustainability, human rights, democratic development and good governance. The POP provides Chinese institutions, through a number of sub-projects, access to Canadian specialists from different sectors of the economy (government, non-government, private and voluntary sectors) across Canada, selected for their ability to offer policy advice on a timely basis. These linkages will afford Canadians and Chinese the opportunity to share ideas, methodologies, expertise and experiences related to the process of policy elaboration, testing, and implementation. The POP is a new project that builds on the successes and lessons learned from the Public Sector Reform Project (PSRP), which was also implemented by Agriteam.

Ghana, Eastern Corridor Districts of the Northern Region, Community-Driven Initiatives for Food Security (CIFS): April 2004–October 2010

The Community-Driven Initiatives for Food Security (CIFS) project in Ghana is a CIDA-sponsored project facilitated by Agriteam and CARE Canada. It has two main components and is being implemented over a six-year period (2004–2010). Component I represents the activities and facilitation of the Canadian Coordinating Agency. Component II represents budgetary support to the Government of Ghana, to be made available to the districts for implementation of project-related food security initiatives. This supports the project goal: a sustainable increase in food security in northern Ghana. CIFS was designed to strengthen both communities and local governments at the district and sub-district levels, as well as other government and non-governmental resources that are relied upon for technical assistance related to community-driven development and food security. CIFS emphasizes community capacity building to identify, prioritize and plan for effective food security initiatives.

Philippines, Local Governance Support Program in Autonomous Region in Muslim Mindanao (LGSPA): September 2004–September 2009

The goal of the project is to assist the Government of the Philippines and the Government of the Autonomous Region in Muslim Mindanao (ARMM) in reducing poverty and attaining and sustaining peace and development in ARMM by developing the capacity of regional and local governments and fostering an enabling environment for peace. Agriteam is implementing the project in association with the Federation of Canadian Municipalities.

Lilongwe, Malawi, Canada–Malawi Government Assistance Project (GAP): January 2001–March 2009

GAP supports institutional development of Malawian public sector agencies by providing technical support and assistance to specific ministries in the key areas of education, health, water supply, and gender equality. Through a responsive funding mechanism, Agriteam supports Malawian government partners to identify their own critical capacity needs and design results-based initiatives to address those needs. Agriteam then facilitates access to Canadian and African technical assistance and capacity development providers to meet these needs. Additionally, the project supports public sector institutions to develop HIV/AIDS strategies and assists partners to mainstream gender equality into all initiatives. GAP is a flexible, demand-driven and participatory mechanism that provides strategic interventions that are in line with the priorities of departments, ministries. It focuses on results-oriented, high impact, low-cost initiatives that lead directly to improved human resource development management and more efficient, effective, equitable and transparent delivery of services. Examples of successful initiatives supported by GAP include a country financial accountability assessment with the Ministry of Finance, strategic planning with every ministry and key department; gender budgeting with the Ministry of Gender, Youth and Community Services, and leadership development with the Ministry of Human Resource Management and Development.

 

Ghana, Ghana Farmer Responsive Mechanism in Extension and Research (in association with CHF) 2002-2007: December 2002–December 2007

The goal of this project was to increase capacity for and improve access to and use of demand-driven agricultural information and technology in Ghana’s three northern regions.

People’s Republic of China, Tibet Autonomous Region, Basic Human Needs Project (BHNP): October 2001–May 2007

The BHNP is an integrated rural development project that is piloting new participatory models for poverty alleviation in the Tibet Autonomous Region. The project comprises seven sectors, including water and sanitation, heath and hygiene, agriculture and rangeland, income generation, community forestry and watershed management. The BHNP takes a holistic approach to the multi-faceted issue of poverty and links sectors through integrated planning and implementation. Our approach uses water and sanitation as the key entry point for village-level development, which is always accompanied by health and hygiene promotion delivered by health promotion teams trained by BHNP specialists and local staff. The BHNP has been extremely successful in the water and sanitation sector, due in many respects to its embracing the principle that village ownership of and responsibility for maintaining water resources greatly enhances sustainability. In recognition of the success of Phase One, the project was recently extended for two years (Jan. 2006–Dec 2007) to enable it to work at the regional level with the Poverty Alleviation Office in Lhasa to extend and replicate the models developed in the first phase throughout Tibet.

 

Republic of the Philippines, Mindanao and Western Visayas, Philippines-Canada Local Government Support Program Phase II (LGSP II): August 1999–November 2006

LGSP II worked with Department of Interior and Local Government (DILG) at the national, regional and provincial levels, along with partners in municipalities to develop skills in economic development planning, legislative agenda setting, and policy analysis, development, implementation and enforcement. LGSP II supported more than 200 municipalities in numerous sectors including agriculture, natural resources management, enterprise development, watershed management, and water supply and sanitation. Municipalities were also supported in improving access to and/or quality of services for citizens and increasing the involvement of civil society organizations and citizens in governance activities and in local bodies such as health boards, education boards, bids and awards committees and local planning councils. LGSP was CIDA's flagship governance program in the Philippines and in 2003 it was selected by CIDA as a model capacity development project for its success in developing local governance capacity.

 

Afghanistan, Joint Electoral Management Body and Legal Counsel (UN): January 2005–December 2005

Agriteam was appointed by the Special Representative of the United Nations' Secretary General as one of four International Commissioners on the Joint Electoral Management Body to oversee the parliamentary elections held on September 18, 2005, in Afghanistan. As legal counsel to the JEMB, was responsible for managing the legal staff at the JEMB, drafting the 2005 Elections Law that set in place policies and procedures for the nomination process and candidate selection leading to the establishment of the first elected National Parliament (Wolesi Jirga) and the Upper House (Meshrano Jirga) as well as 34 Provincial Councils. Highlights of the legislation included the entrenchment of one quarter of the seats for women and the creation of an Electoral Complaints Commission and a Media Complaints Commission. We were also responsible for establishing all regulations and procedures related to the conduct of the election, including candidate nomination, voter registration, polling day and counting procedures.

 

Afghanistan, Elections Briefing Paper (Privy Council): January 2005–December 2005

As Special Advisor to the Office of the Privy Council on Canada's strategic policy options in Afghanistan, Agriteam co-authored a national briefing paper for the security sub-committee providing an assessment of possible election outcomes and their impact on ongoing constitutional developments in the post-election environment.

 

Multiple Countries, 4th Phase Project Document for Heavily Indebted Poor Countries Capacity Building Programme: January 2005–December 2005

Agriteam worked with key stakeholders including multiple donors, implementing organizations, and over 40 HIPCs to develop the 4th Phase Project Document for the Heavily Indebted Poor Countries (HIPC) Capacity Building Programme (CBP) (CIDA). Agriteam staff worked to ensure that this final phase of the CBP was developed in a participatory and results-based manner focusing on the sustainability of key CBP elements for the final phase of the CBP.
